PURPOSE: ¶¶ 645& 612.4 2004 Book of Discipline The board of communications is a service agency of the annual conference with responsibilities for promotion and interpretation of the connectional life of the church.

PURPOSE: To determine and implement, after consultation with C.F.A. and approval of The Board Of Communications, the manner of promotion of all financial causes demanding conference-wide understanding and support; in consultation with the agencies affected. The Committee On Publicity Materials will ensure that promotional material for conference-wide giving is consistent with the aims of Christian stewardship as articulated by the Stewardship Committee and policies of the Conference Council On Finance And Administration.

AGENCY STRUCTURE: 8 members: chairperson, nominated by the Bishop, 5 members nominated by the Leadership Committee, elected by Annual Conference; Ex-Officio with vote: Chairperson of Board of Communications who shall be publisher, Director of Communications. PURPOSE: to be the official news-gathering and distributing agency for the East Ohio Annual Conference to the churches and public print media; to recommend and then carry out the editorial policies established by the Conference Board of Communications; to plan and implement ways in which Conference publications can continue to serve the Annual Conference in telling the story of faith in action within our local churches, agencies and denomination; to explore and develop additional ways in which print media can facilitate the mission of the Conference; to supervise and evaluate the publication costs of Joining Hands and any other print media efforts within the Conference; to maintain the accuracy and integrity of the mailing lists.

PURPOSE: to develop working relationships with the various broadcast outlets in East Ohio; to produce materials which communicate the mission of the conference through television and radio; to provide training for local churches interested in radio and television ministry; to build relationships with and explore opportunities for utilizing cable TV channels for ministry.

AGENCY STRUCTURE: 11 members: chairperson, nominated by the Bishop, 5 members nominated by the Leadership Committee, elected by Annual Conference; Ex-Officio with vote: Computer Systems Coordinator, 2 clerical staff persons (1 from Conference Council on Ministries, 1 from Treasurer's Office), Area Center Manager, Director of Communications. PURPOSE: to evaluate new devices, methods and application possibilities within the Conference of technological developments in the area of office communications; to develop information services and other innovative services which provide channels of communication to and from all levels of the Church; to recommend equipment and procedures, based on the above two purposes, to the Conference Board of Communications for implementation in the Conference, to help keep all areas of the Conference informed about the happenings in other areas.

AGENCY STRUCTURE: 9 members: chairperson, nominated by the Bishop, 5 members nominated by the Leadership Committee (with consideration given to those serving in the areas of worship and education), elected by Annual Conference; Ex-Officio with vote: Media Specialist, One representative from the Education Committee and One representative from the Board of Communications. PURPOSE: to provide guidance and training to the local church and conference, helping them to utilize media related items in order to enhance ministry and bring others to Christ; to help the local church be aware of and use the resources provided through the East Ohio Conference Media Center.
Lay Speaking Ministries Committee

GENCY STRUCTURE: The Conference Lay Speaking Ministries Committee will consist of 40 members: 1 Conference Director of Lay Speaking Ministries; 1Conference Associate Director of Lay Speaking Ministries; 1 Conference Lay Leader; 3 Representatives from each district (30); 6 At-Large representatives designated by the committee (2 youth minimum; remainder chosen with special consideration for minority groups and/or prior conference committee experience). Membership in the conference committee shall be four (4) maximum per district excluding youth representatives, Director, Associate Director, and Lay Leader. PURPOSE: To support, promote and train persons in Lay Speaking Ministries, to fulfill the requirements of The Discipline paragraphs 267-269 and 272, to set criteria and guidelines for district committees on Lay Speaking Ministries, to develop lay speaking courses and approve courses developed by district committees, and to organize conference-wide lay speaking ministry events.

PURPOSE: As stated in the 2004 Book of Discipline ¶629.1,.4: to be responsible for the concerns of worship within the Annual Conference and to encourage and enhance the spiritual life of local congregations by offering training and equipping in spiritual disciplines, retreats and spiritual direction as well as encouraging the development of authentic worship in the wide variety of local congregations within the East Ohio Annual Conference.

AGENCY STRUCTURE: 20 members: chairperson nominated by the Bishop, 18 committee members nominated by the Leadership Committee, all elected by Annual Conference: 1 member with voice and vote from the Mid Atlantic I Episcopal District – Akron District, of the African Methodist Episcopal Zion Church. PURPOSE: As stated in the 2004 Book of Discipline ¶629.2,.6: to develop and promote a conference program of Christian education that gives children, youth, young adults, and adults a knowledge of and experience in the Christian faith as motivation for Christian service in the Church, the community, and the world etc.; to promote the development of the devotional life throughout the Conference, etc.

PURPOSE: As stated in the 2004 Book of Discipline ¶629.5: to plan and promote a comprehensive program of stewardship throughout the conference in such areas as stewardship, education, proportionate giving and tithing, funding the Church's ministries, planned giving, time and abilities, economics and money management, and life-style, etc.

AGENCY STRUCTURE: 12 members: chairperson, nominated by the Bishop; 2 members each in the areas of: political and human rights, human welfare, environmental justice and survival, peace and world order, social and economic justice, to be nominated by the Leadership Committee, all elected by Annual Conference; Ex-Officio with vote: Mission Coordinator for Social Action: PURPOSE: To serve as equivalent structure for the Board of Church and Society and as stated in the 2004 Book of Discipline ¶628.1,.3,.4: to provide for Church and Society responsibilities related to the purpose, objectives, and responsibilities of the General Board of Church and Society (2004 Book of Discipline ¶1002-1004); to promote programs on Church and Society within the bounds of the conference; to connect the General Board of Church and Society and the district and local churches in relating the gospel of Jesus Christ to the members of the Church and to the persons and structures of the communities, nation, and world in which they live, etc.
New Church Development Ministries Team

PURPOSE: 2004 Book of Discipline ¶632.5, (a), (b), (e), (f), (g); develop new local congregations in the Annual Conference; coordinate efforts in this area with the work of other specialized committees in the Board of Congregational Development; support to the Cabinet and Districts in starting new congregations and faith communities; and provide New Church Start Pastors’ Academy, training in demographics, leadership development, and team-building with Districts.

Ex-Officio: CCOM Associate Director, PURPOSE: 2004 Book of Discipline ¶632.5, (g), (h), (i),; implementation of the seven indicators of Holy Boldness, community networking, connection to NCJ Urban Network, targeting needs of people in urban centers (over 50,000 population), addressing issues confronting urban churches and communities where holy and bold ministries are needed to reach new generations with the gospel. Promote cooperation & partnerships within and across denominational boundaries to reach new generations with the gospel. Continue local church consultations. Develop mentoring congregations in shalom ministries; Provide leadership training and funding for training to lay and clergy. Form new shalom ministries in targeted demographic areas. Town and Country Ministries Team

Ex-Officio: CCOM Associate Director. PURPOSE: 2004 Book of Discipline¶632.5, (f), (h); addresses reaching new generations with the gospel in non-urban population centers under 50,000. Provide small and mid-sized churches with training in demographics, local church consultation, NCJ Town & Country/Urban Training, Rural Chaplain’s Training, Town & Rural Resource Program (TARRP), UM Appalachian Development, act as equivalent structure to carry out functions of the 2004 Book of Discipline 632.4, (14), (Cooperative Parishes only) 632.5, (f), (g), (h); develop and implement ways to resource the development of cooperative ministries among the local churches of Annual Conference, promote cooperation & partnerships within and across denominational boundaries to reach new generations with the gospel. Continue local church consultations. Develop mentoring congregations in cooperative ministries; provide leadership training and funding for training to lay and clergy. Form new cooperatives in targeted demographic areas.

Health and Welfare Committee

PURPOSE: 2004 Book of Discipline ¶632.4, b, (8), (27), (28), (29), (30), (31), (32), (33), (34), (35), (36); 632.5 (c): to engage in direct ministries to human need, both emergency and continuing institutional and non-institutional; to work with health and welfare institutions and programs related to the Annual Conference to develop a mutual agreement between the Conference and each institution concerning their relationships, etc.; to strive to ensure mutual representation between the Conference unit responsible for health and welfare ministries and each health and welfare institution related to the Conference where such representation is called for, etc.; to encourage health and welfare institutions and programs within the Conference to use programmatic standards, etc.; to assist the Conference in assessing needs in health and welfare ministries, etc.; to work with the General Conference Board of Missions in leadership development program, etc.; to promote Christian, financial, and professional standards in health and welfare ministries, etc.; to aid in planning and implementing a religious ministry in Conference related institutions and programs, etc.; to serve in an advisory capacity to the Leadership Committee of the Conference where the Conference participates in the selection of trustees for health and welfare institutions, etc.; to provide a channel through which the health and welfare institutions report to the Annual Conference; develop a relationship to all institutional and voluntary ministries related to the National Division, etc.; to give oversight to the Annual Conference Disabilities Task Group; and to promote an annual Golden Cross offering, etc.
The Mission Awareness Committee

The Conference Mission Secretary would be an ex-officio member with voice but no voice. PURPOSE: 2004 Book of Discipline ¶632.4. b (6), (7), (9), (10), (11), (12), (13), (20), (23), (24), ¶632.5 (d): to cooperate with the General Conference Board of Missions in its program outside the United States; to identify with all who are alienated and dispossessed and to assist them in achieving their full human development, etc.; to cooperate with the conference organization of United Methodist Women and help equip women for full participation in the mission of the Church; to cultivate, through channels of the Church other than U.M.W., the Advance special gifts for national and overseas ministries administered by National and World Divisions, etc.; to encourage, maintain, and strengthen the relationship between the Conference and agencies related to the appropriate divisions and departments of the General Conference Board of Missions, etc.; to develop and implement church financial support of conference mission projects and programs, health and welfare ministries, etc.; to cooperate with Church and secular leaders at all levels in strategic planning, developing new programs, and advocating legislation which impacts community and national issues; to support UMCOR's refugees resettlement ministry by encouraging a Conference Refugee Resettlement Committee, etc.; to assist the program of Church and Community Ministry in setting goals, developing programs, providing funding, and evaluating ministries;
United Methodist Volunteers in Mission Committee

Disaster Response Committee

PURPOSE: 2004 Book of Discipline ¶632.4. b (22): to respond to disasters and keep the Conference informed about disasters within the bounds of the Conference; to train Annual Conference and district disaster response coordinators at least once a quadrennium.
Board of Camps and Retreat Ministries

AGENCY STRUCTURE: 30 persons: chairperson, nominated by the Bishop, elected by Annual Conference; 27 board members are nominated by the Conference Leadership Committee and elected by the Annual Conference (Vice Chairperson and Long Range Planning Coordinator, Secretary, 5 chairpersons of standing committees, 10 additional members assigned to 5 standing committees, and 10 members at large (2 of which shall be youth ages 13-18, 2 of which shall be young adults ages 19-30). From these members the Board of Camps and Retreat Ministries Leadership Recruitment and Development Committee recruits and recommends officers and committee assignments. Board members who do not receive a committee assignment shall remain at large. One Conference Trustee representative and one Cabinet representative shall be named by their respective bodies. Ex-officio members without vote will include: Associate Director for Camps and Retreat Ministries, Site Director Managers, Site Caretakers Coordinator, and Site Caretakers. PURPOSE: 2004 Book of Discipline ¶629.1 b - d ; ¶629.2 e. The Board of Camps and Retreat Ministries establishes the policies that guide, promote, and evaluate East Ohio camping and retreat ministries in accord with the mission and vision of the East Ohio Annual Conference.
Board of Higher Education and Campus Ministry

PURPOSE: 2004 Book of Discipline ¶633: to implement and promote the United Methodist ministries in higher education which are supported by the general church and those specifically related to the Conference, etc.; to recommend policies guiding the Conference in its program of ministry on higher education, etc.; to train and provide resources for district committees and local church work areas of higher education and campus ministry; to appraise United Methodists of their historic commitment to and present mission in higher education; etc.
Council on Young Adult Ministry

PURPOSE: ¶ 647 2004 Book of Discipline; to initiate and support plans, activities and projects that are of particular interest to young adults who are college students, working persons, single and married.
Commission on Religion and Race

PURPOSE: 2004 Book of Discipline ¶642: provide resources and training to enable the work of local church work area chairpersons of religion and race; examine, and recommend with regard to ethnic representation on all conference agencies; work with Conference agencies to seek to develop programs and policies of racial inclusiveness; provide a channel of assistance to racial and ethnic groups as they seek to develop programs of empowerment and ministry in their communities; consult with the Board of Ordained Ministry and Cabinet to determine what provisions are made for the recruitment and itinerancy of racial and ethnic ordained ministers, etc.

Committee on Racial-Ethnic Empowerment Ministries

PURPOSE: Envision and strategize ways to strengthen the ministry and mission of the racial-ethnic ministry to the Annual Conference; act as the equivalent structure to carry out the function outlined in 2004 Book of Discipline, ¶631 and 632.4.b(19); supervise the implementation of the Comprehensive Plan for racial-ethnic churches; continue development of that plan.
Commission on Christian Unity and Interreligious Concerns

AGENCY STRUCTURE: 12 members: Chairperson, nominated by the Bishop; 6 committee members, nominated by the Leadership Committee, all these elected by the Annual Conference; national representative as applicable; 1 ecumenical representative with voice and vote selected by that person’s denomination; 3 persons from the list of persons appointed by the Bishop to represent the Annual Conference to the Ohio Council of Churches as follows: Faith Forum Committee, Issues Forum, and the General Board member designated by the Bishop. These last five members do not fall under the jurisdiction of the Leadership Committee nor the term limitations of the Conference Rules. Purpose: 2004 Book of Discipline ¶ 641: to act in cooperation with the Conference Council on Ministries, in coordination with the duties of the General Commission on Christian Unity and Interreligious Concerns as outline in the 2004 Book of Discipline ¶¶ 1902-1903; and as it may recommend to take initiative in ecumenical and interreligious concerns as follows: to interpret, advocate, and work for the unity of the Christian Church in every aspect of the life of the Conference and its churches, and to encourage dialogue and cooperation with persons of other living faiths; to recommend to the Conference, in cooperation with the Bishop and Cabinet, in the development of ecumenical relationships and planning for mission with other judicatories, etc.
Commission on the Status and Role of Women

AGENCY STRUCTURE: 16 members: Co-Chairpersons (1 laywoman, 1 clergywoman) nominated by the Bishop, 2 members nominated by the Leadership Committee, all these preceding elected by Annual Conference; 1 representative from United Methodist Women; 1 representative from each district. PURPOSE: 2004 Book of Discipline ¶643 to inform the status and role of all women in the total life of the Conference; to initiate cooperation with United Methodist Women at the Annual Conference level, and other levels as appropriate, in order to achieve full participation of women in decision making structures; to develop ways to inform and sensitize the leadership within the Conference at all levels on issues that affect women, which shall be projected into and through all districts; to focus on major priorities of issues related to women and to enlist the support of the Bishop, Cabinet, and Conference staff in policies, plans, and practices related to those priorities; to advise the general commission about the progress and effectiveness of efforts to achieve full participation of women in the life of the Church, etc.

AGENCY STRUCTURE: The Older Adult Ministry Task Group is a task group of the Board of Laity. Members are elected by the Board of Laity. PURPOSE: to develop and promote ministry for and with older adults in our local churches.

PURPOSE: 2004 Book of Discipline ¶610: to develop, maintain, and administer a comprehensive and coordinated plan of fiscal and administrative policies, procedures, and management services for the Annual Conference.

PURPOSE: 2004 Book of Discipline ¶638.1; the Board shall have charge of the interests and work providing for and contributing to the support, relief, assistance, and pensioning of clergy and their families, other church workers, and lay employees within the Annual Conference.

PURPOSE: 2004 Book of Discipline ¶¶ 639 & 2512.1-7: to hold in trust for the benefit of the Conference any and all donations, bequests, and devices that may be given to the board or Conference; to intervene and take all necessary legal steps to safeguard and protect the interests and rights of the Conference; to make to each session of the Annual Conference a full, true, and faithful report of its doings, of all funds, monies, securities, and property held in trust by it, and of its receipts and disbursements during the conference year, etc.

PURPOSE: To fulfill the mandate of ¶ 612.12 of The 2004 Book of Discipline for uniform personnel practices and policies in the Annual Conference. To integrate the mission and vision of the Annual Conference into the process for hiring of Annual Conference level staff; to establish policies and procedures for all Annual Conference level professional and support staff in matters of selection, termination, evaluation, performance review, salary schedule, benefit guidelines, and employment practices; to solicit applications for available professional positions at the Annual Conference level; to create position interview teams in cooperation with other Conference agencies; to receive the recommendation of position interview teams and make the appropriate hiring decisions for the given positions; to terminate an employee when necessary; to work in cooperation with the Conference Council on Finance and Administration in their Disciplinary responsibility for hiring and supervising the Conference Treasurer/Director of Administrative Services; to organize itself into 4 sub-groups of 3 persons each to relate to the four departments represented on the committee; to resolve employee grievances that have not been resolved by the department head; to study and recommend any redefined job descriptions of Conference professional and support staff, the establishment of new staff positions, and the discontinuance of any position.
